Article 1

Bring in Chapter XVI of the Federal Law of January 10, 2002 No. 7-FZ "About environmental protection" (The Russian Federation Code, 2002, No. 2, the Art. 133) the following changes:

"Article 85. Transitional provisions

1. 2. The penalty fee for non-execution of obligation on introduction of quarter advance payments for the third quarter 2020 collected about day of entry into force of Item 1 of this Article is subject to return to persons obliged to make the specified payments according to item 4 of article 16.4 of this Federal Law, or offsetting on account of future accounting periods according to the statement of such persons according to the procedure for offsetting and return of the amounts of excessively paid (collected) payment for negative impact on the environment approved by the federal executive body authorized by the Government of the Russian Federation.".
