1. Bring in the order of the Minister of Internal Affairs of the Republic of Kazakhstan of March 29, 2016 No. 313 "About approval of the Instruction on the organization of activities of divisions of law-enforcement bodies for control in the field of turnover of civil and office weapon" (it is registered in the Register of state registration of regulatory legal acts No. 13694) the following changes:

in the Instruction on the organization of the activities of divisions of law-enforcement bodies on control in the field of turnover of civil and office weapon approved by the specified order:

state Item 23 in the following edition:

"23. Licenses for activities on development, production, repair and trade of civil and office weapon and cartridges to it, on implementation of activities for development, production, trade and use of civil pyrotechnic substances and products with their application (salutes, fireworks when holding cultural events), permissions to acquisition, storage and carrying civil firearms with rifle barrel, on acquisition of civil weapon to the foreigners who arrived to the Republic of Kazakhstan for the purpose of tourism, on private and official matters and registered in Department of Internal Affairs, for accommodation in the territory of the Republic of Kazakhstan, are issued in accordance with general practice according to petitions of diplomatic representations of the states which citizens they are, on condition of its export out of limits of the Republic of Kazakhstan within 7 (seven) days from the date of acquisition, on acquisition, storage and carrying, transportation to foreigners, registered in Department of Internal Affairs for accommodation in the territory of the Republic of Kazakhstan for the term of at least one year in accordance with general practice according to petitions of diplomatic representations of the states which citizens they are, signed by chiefs of DP or the deputy chief supervising divisions of KOGSO.

Other types of the above-stated permissions are signed by the chief of UAP DP or person fulfilling its duties.";

"69. The employee of KOGSO creates the personal record of the owner of the civil weapon consisting of the following documents:

1) the statement which formed the basis for consideration of question of issue of permission to acquisition, storage or storage and carrying weapon;

2) cards of the owner of civil weapon in form according to appendix 17 to this Instruction;

3) checking materials on the owner of weapon (the conclusion of medical examination in the form No. 076/at approved by the order of the acting minister of health care of the Republic of Kazakhstan of October 30, 2020 No. KR DSM-175/2020 (it is registered in the Register of state registration of regulatory legal acts No. 21579), certificates of check of knowledge of rules of safe handling of weapon and of lack of criminal record, availability of administrative offenses);

4) the copy of permission to acquisition of weapon or other documents which formed the basis for issue of permission to storage, storage and carrying weapon;

5) receipts on payment of the state fee for registration (re-registration) of each unit of weapon and issue of permissions in the field of turnover of civil and office weapon according to the Tax code;

6) official reports of checks of the local police inspector (further - UIP), the employee of KOGSO about availability of conditions for storage of weapon, in form according to appendix 18 to this Instruction;

7) results (materials) of checks on accounting of KNB, КПСиСУ through fight against extremism, terrorism or organized crime, about availability of criminal record and administrative offenses under Articles KRK about AP according to article 19 of the Law, release from criminal liability on not rehabilitating bases;

8) copies of the supporting document nationality of the Republic of Kazakhstan;

9) other documents specifying legality of acquisition, sale, transfer of donation of civil weapon.";

2. To provide to committee of administrative police of the Ministry of Internal Affairs of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan;

3) within ten working days after state registration of this order submission to Legal department of the Ministry of Internal Affairs of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising deputy minister of internal affairs of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.
