About implementation of system of efficiency evaluation of activities of deputy managers of the ministries, state committees, other state bodies and economic associations

For the last five years in the republic large-scale complex measures for cardinal increase in efficiency of activities of the ministries, the state committees, other state bodies and economic associations, specific determination of their tasks, powers and spheres of responsibility are realized.

Along with it deep and comprehensive critical study of real situation in industries and regions showed availability of number of the massive faults and system problems connected with strengthening of the personal responsibility of deputy managers of the ministries, state committees, other state bodies and economic associations for proper and responsible accomplishment of the functional tasks assigned to them.

For the purpose of increase in the personal responsibility, specific determination of tasks and powers of deputy managers of the ministries, the state committees, other state bodies and economic associations according to the operational solution of the priority, strategic and urgent tasks facing our country in the course of implementation of rapid and large-scale reforms in case of creation of new Uzbekistan at the present stage of development of the country, and also implementation of new system of efficiency evaluation of activities and achievement of target indicators by means of the main criteria:

1. Draw the attention of deputy managers of the ministries, state committees, other state bodies and economic associations to inadmissibility of sluggishness and red tape in case of accomplishment of the tasks assigned to them by the laws of the Republic of Uzbekistan, decisions of the President of the Republic of Uzbekistan and the Cabinet of Ministers and also their first heads.

2. Determine that deputy managers of the ministries, the state committees, other state bodies (further - state bodies) and economic associations bear the personal responsibility before the President of the Republic of Uzbekistan and are accountable to the Cabinet of Ministers for efficiency and effectiveness of activities in the industries and spheres assigned to them.
