1. This instruction "About procedure for urgent registration, production, accounting and issue of the passport of the citizen of the Kyrgyz Republic on voluntary paid basis" (further in the text - the Instruction) is developed in pursuance of the order of the Government of the Kyrgyz Republic of March 20, 2006 No. 174 "About the course of accomplishment of decisions of the Government of the Kyrgyz Republic and emergency measures on stabilization of situation with providing citizens of the Kyrgyz Republic with national passports", orders of the Government of the Kyrgyz Republic of December 29, 2005 No. 565-r and according to the Provision "About the Passport of the Citizen of the Kyrgyz Republic of Sample of 2004" approved by the order of the Government of the Kyrgyz Republic of July 27, 2004 No. 557 "About approval of the Provision, the description and sample of the passport of the citizen of the Kyrgyz Republic of sample of 2004 and the Provision, the description and sample of the all-civil passport of the citizen of the Kyrgyz Republic of sample of 2004".

The instruction determines procedure for urgent acceptance and registration, urgent check and delivery of documents for production of the passport of the citizen of the Kyrgyz Republic of sample of 2004 (further - the passport), and also regulates urgent production of the passport, accounting of the made passport and its urgent issue to citizens of the Kyrgyz Republic on voluntary paid basis.

3. The Ministry of Internal Affairs of the Kyrgyz Republic (further the Ministry of Internal Affairs) performs on voluntary paid basis urgent acceptance and registration, urgent verification of documents from citizens of the Kyrgyz Republic for production of passports, and also issues to citizens of the Kyrgyz Republic the made passports.

4. The state agency of information resources and technologies under the Government of the Kyrgyz Republic (further - Gosinformresursov) provides on voluntary paid basis, by means of Operatoraosoo Intel-Links, urgent production of passports and creates the information database about the issued passports.

5. The Ministry of Transport and Communications of the Kyrgyz Republic (further - Mintranskommunikatsy) provides on voluntary paid basis urgent delivery of documents for receipt (exchange) of the passport in Gosinformresursov for production of passports, and also the return urgent delivery of the made passports for issue to citizens.

Procedure for urgent acceptance, registration and verification of documents, production of the passport and the procedure of issue (exchange) of the passport on voluntary paid basis

6. For urgent receipt (exchange) of the passport the citizen of the Kyrgyz Republic represents the following documents to the relevant department of urgent registration and issue of the passport of Management of passport and visa work of the Ministry of Internal Affairs (daleeotdet on urgent documentation):

6.1. for the citizens who reached 16-year age:

- the certificate of birth or the statement from the birth record;

- passports of parents (legal representatives) or one of parents (in case of lack of the second) for determination of nationality of the applicant, or the reference of Management of passport and visa work of the Ministry of Internal Affairs (further - UPVR Ministry of Internal Affairs), departments of passport and visa work - groups of passport and visa work of areas and Osh (further OPVR-GPVR) about belonging to nationality of the Kyrgyz Republic;

6.2. for the citizens for the first time receiving the passport:

- the passport of sample of 1994, either the passport of sample of 1974, or the identity certificate of the citizen of the Kyrgyz Republic, or the certificate of release from places of detention, or the certificate of birth or the statement from the birth record, either the reference form No. 9, or the certificate of UPVR Ministry of Internal Affairs, OPVR-GPVR of areas and Osh of belonging to nationality of the Kyrgyz Republic;

- the certificate of UPVR Ministry of Internal Affairs of the Kyrgyz Republic of acceptance or recovery of the applicant in nationality of the Kyrgyz Republic (in Item 20 of the application blank number and date of the corresponding Presidential decree of the Kyrgyz Republic is specified);

- certificate of birth (in the presence);

- the certificate of social protection issued by Social fund;

- receipt on payment for the application blank;

- receipt on payment for production of the passport;

- receipt on payment for paid services in urgent registration and production, urgent delivery and issue of the passport;

6.4. for the military personnel of Armed Forces of the Kyrgyz Republic:

- the military ID (or the document replacing it);

- the reference of UPVR Ministry of Internal Affairs or OPVR-GPVR of areas and Osh confirming nationality of the Kyrgyz Republic of the applicant serviceman;

- the certificate of social protection issued by Social fund;

- receipt on payment for the application blank;

- receipt on payment for production of the passport;

- receipt on payment for paid services in urgent registration and production, urgent delivery and issue of the passport;

- receipt on payment of the state fee.

6.5. for the citizens performing exchange of the passport in case of change of marital status, nationality, change of surname, name, middle name, or establishment of inaccuracies of data in the passport:

- the passport which is subject to exchange;

- certificate of bodies REGISTRY OFFICE;

- assembly record (in case of change of nationality);

- the certificate of social protection issued by Social fund;

- receipt on payment for the application blank;

- receipt on payment for production of the passport;
