For the purpose of program implementation of the state guarantees on providing citizens of the Kyrgyz Republic with the medical and sanitary help in part of preferential provision of medicines at the out-patient level

I ORDER:

1. Approve "Provisional rules of preferential provision of medicines at the out-patient level according to the Program of the state guarantees for providing citizens of the Kyrgyz Republic with the medical and sanitary help in case of separate diseases through pharmacy chain".

2. To the CEO of Fund of compulsory medical insurance under the Ministry of Health of the Kyrgyz Republic (Ibraimova A.C.) provide:

2.1. Development and installation of the software on processing of the recipes which are written out by the patient having the right to preferential provision of medicines according to the Program of the state guarantees;

2.2. Holding seminars in the organizations of health care for implementation of preferential provision of medicines for the Program of the state guarantees at the out-patient level.

3. To directors of the territorial administrations of Fund of compulsory medical insurance (TAFCMI), regional centers of family medicine (CFM), centers of general medical practice, heads Republican and Osh centers of regional mental health, groups of family doctors (GFD):

3.1. Provide addition to GSV and the personified accounting of the patients having the right to preferential provision of medicines according to the Program of the state guarantees;

3.2. Carry out preparatory work in GSV, the Centers of mental health, among pharmaceutical firms for introduction of preferential provision of medicines according to the Program of the state guarantees;

3.3. Carry out broad explanatory work among the population about preferential provision of medicines according to the Program of the state guarantees with involvement of media, registration of information materials, stands.

4. To the lawyer - the chief specialist of Management of personnel policy and organizational work of the Ministry of Health of the Kyrgyz Republic (Sadabayeva G. A.) make registration of this order in the Ministry of Justice of the Kyrgyz Republic in accordance with the established procedure.

5. This order becomes effective after state registration in the Ministry of Justice of the Kyrgyz Republic and the subsequent official publication.

6. To the CEO of Fund of compulsory medical insurance under the Ministry of Health of the Kyrgyz Republic (Ibraimova A. S.):

6.1 Provide publication of this order in mass media;

6.2 Notify the Ministry of Justice of the Kyrgyz Republic on publication of this order.

Provisional rules of preferential provision of medicines at the out-patient level according to the Program of the state guarantees for providing citizens of the Kyrgyz Republic with the medical and sanitary help in case of separate diseases through pharmacy chain

I. General provisions

1. These Provisional rules of preferential provision of medicines at the out-patient level according to the Program of the state guarantees for providing citizens of the Kyrgyz Republic with the medical and sanitary help in case of separate diseases through pharmacy chain (further - Rules) are developed for the purpose of providing the privileges on provision of medicines at the out-patient level provided by the state to citizens of the Kyrgyz Republic in case of separate diseases regulates relations between subjects.

2. Subjects of provision of medicines according to the Program of the state guarantees are:

- the citizens of the Kyrgyz Republic having the right to preferential provision of medicines in case of the diseases regulated by the Program of the state guarantees for providing citizens of the Kyrgyz Republic with the medical and sanitary help which is annually approved by the Government of the Kyrgyz Republic (further - the Program of the state guarantees);

- doctors of groups of family doctors (further - GSV), the paramedic-obstetricians ФАПов, specialists of the Centers of family medicine (further - TsSM), the centers of mental health (further - TsPZ), the centers of general medical practice (further - TsOVP), having right to write out medicines according to the Program of the state guarantees;

- the regional centers of family medicine (further - OTsSM), in the city of Bishkek - the Bishkek territorial administration of Fund of compulsory medical insurance (1) (further - BTU Federal Compulsory Health Insurance Fund), to Osh - TsSM "World of the Family" (2), the agreements performing coordination of preferential provision of medicines according to the Program of the state guarantees in the corresponding territory and signing with pharmaceutical institutions on payment for the medicines allotted by pharmaceutical institutions according to the Program of the state guarantees;

- the pharmaceutical institutions which are working according to the Additional program of compulsory medical insurance for provision of medicines of insured citizens at primary level and signed agreements on leave of medicines according to the Program of the state guarantees on favorable terms;

- the territorial administrations of compulsory health insurance Fund (further - TU of Federal Compulsory Health Insurance Fund) performing financing of the organizations of health care in the corresponding territory.

3. Relations of the subjects participating in realization of preferential provision of medicines according to the Program of the state guarantees are regulated by the agreements signed for benefit of the citizens having the right to preferential provision of medicines.

4. According to the Program of the state guarantees only the citizens of the Kyrgyz Republic attributed to GSV and staying on the dispensary registry with the disease regulated by the Program of the state guarantees have the right to preferential provision of medicines.

5. Preferential provision of medicines is performed by prescription dispensing on the special prescription forms of form No. 109-PGG approved by the Ministry of Health of the Kyrgyz Republic.

II. Financing of preferential provision of medicines according to the Program of the state guarantees

6. Financing of preferential provision of medicines according to the Program of the state guarantees is performed from means of the republican budget and local budget Bishkek through compulsory health insurance Fund and its territorial administrations for the standard rates of leave of medicines on one patient a year approved by the Ministry of Health of the Kyrgyz Republic.

Financing of preferential provision of medicines over the established amount of financing according to the Program of state guarantees can be expanded at the expense of means of local budgets.

7. For determination of number of persons having the right to preferential provision of medicines according to the Program of the state guarantees, TsSM/GSV and TsPZ constitute the register of patients, perform their addition in the procedure established by the Ministry of Health, if necessary give to TU of Federal Compulsory Health Insurance Fund of the request for personification of the specified patients.

On the basis of the register of the patients having the right to preferential provision of medicines according to the Program of the state guarantees, OTsSM represent to TU of Federal Compulsory Health Insurance Fund of the information about the number of the citizens who are subject to preferential provision of medicines according to the Program of the state guarantees, by each TsSM and GSV, being independent legal entities, in the Budget form No. 8 - compulsory health insurance of "The information about the number of persons having the right to the medical and sanitary help on favorable terms".

7.1 For providing the rights of the citizens with mental disturbances staying on the registry in TsPZ on preferential provision of medicines on the main disease according to the Program of the state guarantees:

- Republican TsPZ represents lists of the patients staying on the registry in TsPZ to BTU Federal Compulsory Health Insurance Fund;

- The Osh regional TsPZ after personification of patients in the procedure established by the Ministry of Health is represented by data to OTsSM and TsSM "World of Family" on the number of the patients with mental disturbances staying on the registry in TsPZ.
