About introduction of amendments to some laws of Ukraine concerning increase in social guarantees for persons with disability and children with disability

The Verkhovna Rada of Ukraine decides:

I. Make changes to the following laws of Ukraine:

1. In the Law of Ukraine "About bases of social security of persons with disability in Ukraine" (Sheets of the Verkhovna Rada of USSR, 1991, No. 21, Art. 252 with subsequent changes):

1) in Article 20 part six:

to add paragraph two after the words "including specialized, and the companies, the organizations of public organizations of persons with disability" with the words "and ensuring functioning of organizations, institutions";

the ninth to state the paragraph in the following edition:

"financing of the rehabilitation help according to the legislation according to the procedure, determined by the Cabinet of Ministers of Ukraine";

2) in Article 38:

in part one of the word "for written communication" to exclude;

the seventh to state part in the following edition:

"Persons with disability, children with disability and persons who accompany disabled people of the first group or children with disability (no more than one person, the accompanying person with disability of the first group or child with disability) have the right to extraordinary servicing in any cash desks, and also at the companies, in organizations and the organizations of all patterns of ownership and subordination which provide any services to the population. Persons with disability which go for treatment (in the presence of supporting documents), persons with disability of the first group and children with disability have the right to priority before other persons to passing of stipulated by the legislation types of control at check points through frontier of Ukraine, in checkpoints of entrance on temporarily occupied territories and departure from such territories. Together with such persons in priority procedure persons, them accompanying (no more than two), and, in case of need, - close relatives of the first line of relationship can follow. At check points through frontier of Ukraine for automobile communication and checkpoints of entrance departure on temporarily occupied territories the priority can be provided when following in pedestrian procedure or on the car, on condition of absence in the vehicle in which specified persons go, others (except determined by this Article) persons";

3) in the text of the Law of the word "public organization" in all cases and numbers shall be replaced with words "public association" in the corresponding case and number.

2. In the text of the Law of Ukraine "About frontier of Ukraine" (Sheets of the Verkhovna Rada of Ukraine, 1992, No. 2, of Art. 5 with subsequent changes) words "public organization" in all cases and numbers shall be replaced with words "public association" in the corresponding case and number.

3. In the Law of Ukraine "About the State Border Service of Ukraine" (Sheets of the Verkhovna Rada of Ukraine, 2003, No. 27, Art. 208 with subsequent changes):

Item 3 parts five of Article 23 to add 1) with the words "except the cases established by the laws";

2) in the text of the Law of the word "public organization" in all cases and numbers shall be replaced with words "public association" in the corresponding case and number.

4. Part the second article 23 of the Law of Ukraine "About border control" (2010, No. 6, the Art. 46) after paragraph one to add sheets of the Verkhovna Rada of Ukraine with the new paragraph of the following content:

"Persons with disability which go for treatment (in the presence of supporting documents), persons with disability of the first group and children with disability have the right to priority before other persons to passing of stipulated by the legislation types of control at check points through frontier of Ukraine. II. Final provisions

1. This Law becomes effective from the date of, its publication following behind day.

2. To the Cabinet of Ministers of Ukraine in a month from the date of entry into force of this Law:

bring the regulatory legal acts into accord with this Law;

provide reduction by the ministries and other central executive bodies of their regulatory legal acts in compliance with this Law.

3. To the Cabinet of Ministers of Ukraine in 2022 to inform the Verkhovna Rada of Ukraine on condition of accomplishment of this Law.
