1. Article 14-3 to state in the following edition:

The administrative responsibility for offenses in the field of safety on road transport, provided by part two of Article 122-2, parts two and third Article 132-1 of this Code, the photos fixed by means of means - and filmings, videos, including in the automatic mode (by means of complex of technical means of automatic detection of weight, dimensional and other parameters of the vehicle with functions of photographing and/or the video functioning according to the legislation on information security in information and telecommunication systems), is born by the responsible person - physical person or the head of the legal entity on whom the vehicle and if the information about the proper user of the corresponding vehicle is entered in the Unified state register of vehicles is registered, - the proper user of the vehicle, and if in the Unified State Register of Legal Entities, physical persons - entrepreneurs and public forming at the time of request there is no information about the head of the legal entity according to which it is registered the vehicle, - person performing powers of the head of such legal entity.
If the vehicle is registered outside the territory of Ukraine and such vehicle according to the legislation is not subject to state registration in Ukraine, to the administrative responsibility for the offenses in the field of safety on road transport fixed by photo - and filmings, videos, including in the automatic mode, person who imported such vehicle on the territory of Ukraine is involved.
