1. Bring in the order of the Government of the Republic of Kazakhstan of November 13, 2018 No. 746 "About approval of the State program of development of productive employment and mass entrepreneurship for 2017 - 2021 of Enbek the following changes and amendments:

"For the purpose of expansion of access for the unemployed and independently employed people, subjects of micro, small and medium entrepreneurship (including legal entities) to financial resources due to simplification and increase in availability to microfinancing at the reduced rates of remuneration creation of the microfinancial organizations with participation of the state and NPP Atameken performing activities in regions is provided.

Formation of steady system of the microfinancial organizations (further – IFI) will be performed for the realization account of the following events:

creation of IFI with participation of the state (joint project company) and NPP Atameken in all regions with ratio of shares of 49% and 51% respectively;

development of NPP Atameken (under approval) for the created/created IFIs with participation of the state in coordination with authorized bodies in the field of support and development of entrepreneurship and regulation and development of the financial market:

single methodology of microcredit (credit policy, mortgage policy, regulations on credit committee, provision about risk management);

standard internal regulating documents (responsibility of management, the supervisory board, members of credit committee), regulations of business processes, post-monitoring, reporting;
