About entering of amendments and changes into the Law "About Drugs and Psychotropic (Psychoactive) Substances"

Article 1. No. ZR-518 "About drugs and psychotropic (psychoactive) substances" (further - the Law) to add article 3 of the Law of December 26, 2002 with new paragraphs of the following content:
"hemp - the blossoming or fructifying heads of hemp family from which pitch, irrespective of the name used for them was not extracted;
hemp plant - any plant of sort of hemp family (Cannabis);
hemp pitch - the separated pitch purified or crude, received from hemp plant;
shank of plant of industrial hemp - the separated part of plant of hemp (stalk with leaves) used for vegetative reproduction;
industrial hemp - the hemp plant provided for the purposes provided by this Law in which content of cannabindon (CBD) exceeds content of tetrahydrocannabinol (THC) at the same time percentage of tetrahydrocannabinol (THC) is equal in the weight which is selected for test or below percent 0,3;
cultivation of industrial hemp - all process of cultivation of plant of hemp;
process of conversion of industrial hemp - extraction of pitch of industrial hemp from plants from which it turns out and also processes by means of which turn out oil, paper, construction materials, threads or other processed materials;
the real beneficiary - person who is the real beneficiary in sense of the Law "About Anti-money Laundering and Terrorism Financing";
the interconnected person - person who is considered interconnected with person in sense of Items 25-27 of part 1 of article 3 of the Law "About State Registration of Legal Entities, the State Accounting of the Allocated Divisions, Organizations of Legal Entities and Individual Entrepreneurs".".
Article 2. Add the law with Article 8.1 of the following content:
"Article 8.1. The advisory commission on issue of licenses in the field of the activities connected with drug trafficking and psychotropic (psychoactive) substances
