Changes which are made to acts of the Government of the Russian Federation

1. In the order of the Government of the Russian Federation of October 30, 2014 No. 1119 "About selection of the subjects of the Russian Federation having the right to the state support in form of subsidies for cost recovery to creation, upgrade and (or) reconstruction of infrastructure facilities of industrial parks, industrial technoparks and technoparks in the field of high technologies" (The Russian Federation Code, 2014, No. 46, Art. 6344; 2015, No. 30, Art. 4605; 2016, No. 52, Art. 7643; 2020, No. 11, Art. 1540):

a) state the name in the following edition:

"About selection of the subjects of the Russian Federation having the right to the state support in form of other interbudget transfers to cost recovery on creation, upgrade and (or) reconstruction of infrastructure facilities of industrial parks, industrial technoparks, special economic zones";

b) in preamble of the word "According to Article 132 of the Budget Code of the Russian Federation" to exclude;

c) in Item 1 of the word "or industrial technoparks" shall be replaced with words ", industrial technoparks, special economic zones";

d) in Rules of selection of the subjects of the Russian Federation having the right to the state support in form of other interbudget transfers to cost recovery on creation, upgrade and (or) reconstruction of infrastructure facilities of the industrial parks or industrial technoparks approved by the specified resolution:

sources of financial provision of project implementation;

infrastructure facilities, creation, upgrade and (or) reconstruction of which are performed within the project, and their characteristic;

structure of needs of residents of the park, residents of the special economic zone, members of the industrial park and technopark in infrastructure;";

the twentieth to state the paragraph in the following edition:

"the project of reindustrialization" - the investment project on creation of the industrial park or industrial technopark realized by the subject of the Russian Federation by upgrade, and (or) reconstruction, and (or) creation of infrastructure facilities based on the operating industrial enterprises, performed according to the passport of the project;";

in the paragraph the twenty second to replace figure "7" with figures "15";

the twenty fourth to state the paragraph in the following edition:

"the agreement on project implementation" - the agreement on project implementation signed by the subject of the Russian Federation with the executive in charge providing including start date of project implementation and the 1st year chosen by the applicant in which costs concerning which the application for selection is submitted are incurred;";

after the paragraph of the twenty fourth to add with the paragraph of the following content:

"subsidy" - the money provided by the budget of the subject of the Russian Federation to managing companies on cost recovery, the these rules determined by paragraphs first and third Item 11;";

"3. Start date of project implementation is:

a) the date of receipt of the positive conclusion of state examination of the project documentation and check of reliability of determination of estimated cost of infrastructure facilities of the park - for projects which implementation is begun about year of application for selection;

b) date of agreement signature about project implementation according to Item 35 of these rules - for projects which realization is enabled since year of application for selection;

c) start date of financing by the applicant of designing of infrastructure of the special economic zone - for the projects realized in the territories of special economic zones which realization is begun about year of application for selection;

d) date of agreement signature about project implementation according to Item 35 of these rules - for the projects realized in the territories of special economic zones which realization is enabled since year of application for selection;
