About modification and amendments in the Order of the Minister of social development of the Republic of Kazakhstan of August 15, 2018 No. 18 "About approval of Rules of forming, monitoring of realization and assessment of results of the state social order"

1. "2. In these rules the following basic concepts are used:

1) forming of the state social order - planning process of subjects of the state social order according to competence of state body;

4) state body in the field of the state social order (further - state body) - state body, including the central executive and local executive body performing activities for forming and implementation of the state social order;

5) conflict of interest - situation in case of which personal interest of independent experts or members of advisory council, can influence objective decision making;

6) authorized body in the field of interaction with non-governmental organizations (further - authorized body) - the state body performing management and cross-industry coordination in the field of interaction with non-governmental organizations.";

"7. Forming of the state social order is performed in three stages:

1) the first stage - information collection and the analysis of situation. Information sources for the analysis of situation are:

these estimates of needs and requirements of the population. Assessment of needs and requirements of the population state bodies at least carry out time in 2 years;

results of assessment of the realized projects;

priorities of state policy of the Republic of Kazakhstan, documents of system of state planning of the Republic of Kazakhstan, president's letter of the Republic of Kazakhstan;

results of checks, monitoring and assessment of implementation of social projects and (or) social programs;

official statistical;

reports on implementation of strategic and program documents;

results of social researches;

offers of non-governmental organizations and citizens;

results of the content analysis of mass media;

opinions of independent experts;

polls and Internet conferences on the Open Dialogue Internet portal;

State bodies for the purpose of preparation of the list of subjects of the state social order use information from one or several sources of information, within competence, carry out the analysis of situation in certain field of activity;

2) the second stage - planning of subjects of the state social order. State bodies on the basis of the analysis create subjects of the state social order and place information on the planned subjects of the state social order for certain period in form, according to appendix 1 to these rules, on the Internet resource for public discussion with non-governmental organizations and citizens.

The term of public discussion of subjects of the state social order on Internet resource of state body cannot be less than 10 (ten) working days from the date of their placement.

The notes and (or) offers which arrived on Internet resource after the termination of term of public discussion of subjects of the state social order are not considered or can be considered when forming the state social order the following financial year.

State bodies consider notes and (or) offers on subjects of the state social order within 3 (three) working days after completion of public discussion and make the decision on their acceptance or variation with indication of reasons.

State bodies create and publish on the Internet resource the report on completion of public discussion of subjects of the state social order on form, according to appendix 2 to these rules.

After discussion of subjects of the state social order, state bodies develop drafts of technical specifications according to standards of the state social order, and also with the legislation of the Republic of Kazakhstan on public procurements;

3) the third stage - inclusion in the budget request. After development of technical specifications state bodies bring subjects and the amounts of financing of the state social order in the budget request.

After approval of the budget state bodies annually till January 25 place on the Internet resource and direct information on the social drafts and (or) social programs of the state social order planned to realization after public discussion to certain period in authorized body for publication on its Internet resource in form, according to appendix 3 to these rules.";

"9. Monitoring of implementation of the state social order is carried out by state bodies as required, depending on the term of implementation of the social project, but at least 2 (two) times a year (till July 1 and till December 1) on the following indicators:

1) process of accomplishment of the plan (compliance of the performed work and (or) the rendered service earlier specified in the technical specification, the list of the executed actions);

2) the level of satisfaction of target audience as a result of implementation of the social project according to Item 8 of the Standard of the state social order approved by the order of the Minister of social development of the Republic of Kazakhstan of August 15, 2018 No. 19 (it is registered in the Register of state registration of regulatory legal acts for No. 17314);

3) scope of address national groups within the social projects and (or) social programs realized according to the state social order;

4) compliance to standards of the state social order, in case of placement of the state social order on the training, advisory, information and methodical, research and analytical services, organization of events and works of the civil (resource) center.

When carrying out monitoring of social projects two and (or) more of the following tools are used:

the analysis of indicators and the expected results - tracking of the project progress by means of comparison of the planned results with actual data;

questioning - determination and tracking of dynamics assessment/satisfaction/perception of beneficiaries concerning project implementation;

interview - the collection of primary information based on verbal interaction with respondents (the participant/beneficiary of the project) for the purpose of data acquisition concerning the researched subject;
