About introduction of amendments to some laws of Ukraine concerning enhancement of mechanisms of forming of network of lyceums for introduction of quality profile secondary education

The Verkhovna Rada of Ukraine decides:

I. Make changes to the following laws of Ukraine:

1. Part one of article 4 of the Law of Ukraine "About military civil authorities" (Sheets of the Verkhovna Rada of Ukraine, 2015, No. 13, the Art. 87, No. 52, Art. 482; 2016, No. 10, Art. 108; 2021, 12, the Art. 97) to add No. with Item 50 of the following content:

"50) decision making according to the legislation on settlement of legal, organizational and economic basis of functioning and development of system of general secondary education".

2. In the Law of Ukraine "About education" (Sheets of the Verkhovna Rada of Ukraine, 2017, No. 38-39, of Art. 380; 2019, No. 5, Art. 33; 2020, No. 31, Art. 226; with the changes made by the Law of Ukraine of March 30, 2021 No. 1369-IX):

Part one of Article 1 to add 1) with Item 2-1 of the following content:

"2-1) safe educational circle - set of the conditions in organization of education excluding causing to participants of educational process of physical, property and/or moral harm, in particular, owing to non-compliance with requirements of sanitary, fire protection and/or construction standards and rules, the legislation on cyber security, personal data protection, safety and quality of foodstuff and/or provision of low-quality food services, by physical and/or psychological abuse, operation, discrimination on any sign, humiliation of honor, advantage, goodwill (including by bulling (persecution), distribution of false data and so forth), promotion and/or propagandas, including with use of cyberspace, and also excluding the use in the territory and in premises of organization of formation of alcoholic beverages, tobacco products, drugs, psychotropic substances";

Paragraph two of part two of Article 13 to exclude 2);

Article 63 part one after the paragraph of the fifteenth to add 3) with two new paragraphs of the following content:
