About measures for providing investment projects with external infrastructure
For the purpose of execution of the tasks determined within the open dialogue with entrepreneurs which is carried out by the President of the Republic of Uzbekistan on August 20, 2021 on direct studying of problems and questions of entrepreneurs and determination of the main directions of the subsequent development of entrepreneurship, and also providing investment projects with participation of foreign and domestic investors by external engineering and communication networks:
1. Agree with the offer of the Ministry of Finance, Ministry of Economic Development and reducing poverty and the Ministry of investments and foreign trade on providing projects of investors worth more than 200 billion sum with necessary external engineering and communication networks (for the Republic of Karakalpakstan and the Khorezm region - 50 billion sum) in which the share of their own means constitutes at least 25 percent included in investing programs (further - investment projects), at the expense of means of the Government budget.
At the same time for the Republic of Karakalpakstan and the Khorezm region expenses on providing investment projects worth from 50 billion sum with external engineering and communication networks to 200 billion sum, according to this procedure shall not exceed 20 percent of cost of project data.
2. Regarding works on providing with external engineering and communication networks within investment projects:a) determine financing sources:
works on construction, reconstruction and repair of access highways, networks of drinking water and the sewerage for 90 percent - means of the Development program of social and production infrastructure of the Republic of Uzbekistan, for 10 percent - additional sources of the budget of the Republic of Karakalpakstan, local budgets of areas and the city of Tashkent;
works on construction, reconstruction and repair of networks of electrical energy and gas - the funds of budget advance allocated to the supplying companies at the expense of the republican budget for rate of 5 percent with condition of return to three-year term;
