About construction of oil and gas wells

For the purpose of realization of tasks on reducing investment cycle of construction of oil and gas wells (further - wells), constructions and reconstruction of infrastructure facilities of oil fields regarding the technological complex of collection and transport of oil, gas and water (further - infrastructure facilities of oil fields) which are carried out by RUP "Belorusneft production association:

1. Determine that:

1.1. decisions on withdrawal and provision of the parcels of land from farmlands of agricultural purpose, forest lands of forest fund (the nature protection, recreational and improving and protective woods) of RUP "Belorusneft production association for construction and servicing of wells, construction, reconstruction and servicing of infrastructure facilities of oil fields, and also about transfer of such lands in other categories for the purposes specified in this subitem are accepted by regional executive committees without approval of the President of the Republic of Belarus;

1.2. the project of withdrawal of the parcels of land in permanent or temporary use of RUP "Belorusneft production association is drawn up in parallel with performance of works on construction of wells, construction and reconstruction of infrastructure facilities of oil fields on the lands which are actually occupied for these purposes.

Occupation of such parcels of land of RUP "Belorusneft production association without documents certifying the right to them is not unauthorized occupation of sites;

1.3. removal of wood and shrubby vegetation on lands of all categories in the territories which were affected by the Chernobyl accident * including in the territory of the Polesia national radiation and ecological park, for geological studying of subsoil, in case of construction and servicing of wells, construction, reconstruction and servicing of infrastructure facilities of oil fields is made according to the approved act of the choice of the parcel of land or based on the decision of district executive committee on permission of carrying out prospecting works.
