Installation and operation of amateur radio stations is allowed to all citizens of the Republic of Uzbekistan, citizens of other states, stateless persons, constantly or temporarily living in the territory of the Republic of Uzbekistan (except as specified, stipulated by the legislation) in case of observance of provisions of this instruction.

Installation and operation of collective radio stations is allowed to groups of radio fans of any associations, the companies, organizations, societies, schools, clubs, groups of persons if it does not contradict this instruction and the laws of the Republic of Uzbekistan.
