Approve changes in the Administrative regulations of Federal Service for Veterinary and Phytosanitary Surveillance on provision of the state service in issue of the phytosanitary certificate, the reexport phytosanitary certificate, the quarantine certificate approved by the order of Federal Service for Veterinary and Phytosanitary Surveillance of October 22, 2020 No. 1128 (registration No. 63005), according to appendix is registered in the Ministry of Justice of the Russian Federation on April 6, 2021.

The changes made to the Administrative regulations of Federal Service for Veterinary and Phytosanitary Surveillance on provision of the state service in issue of the phytosanitary certificate, the reexport phytosanitary certificate, the quarantine certificate approved by the Order of Federal Service for Veterinary and Phytosanitary Surveillance of October 22, 2020 No. 1128

1. In footnote 4 to subitem 16.1 of Item 16 of Administrative regulations of Federal Service for Veterinary and Phytosanitary Surveillance on provision of the state service in issue of the phytosanitary certificate, the reexport phytosanitary certificate, the quarantine certificate approved by the order of Federal Service for Veterinary and Phytosanitary Surveillance of October 22, 2020 No. 1128 (further - Administrative regulations), words "the order of the Ministry of Agriculture of the Russian Federation of February 13, 2018 No. 64 (it is registered by the Ministry of Justice of the Russian Federation on March 2, 2018, 50240)" shall be replaced with words registration No. "orders of the Ministry of Agriculture of the Russian Federation of February 13, 2018 No. 64 (registration No. 50240) is registered by the Ministry of Justice of the Russian Federation on March 2, 2018, of January 28, 2021 No. 36 (registration No. 62854) is registered by the Ministry of Justice of the Russian Federation on March 24, 2021,".

2. To state Items 17 and 18 of Administrative regulations in the following edition:

"17. For the purpose of sampling and (or) samples of quarantine products for carrying out laboratory researches and establishment of quarantine phytosanitary condition of quarantine products (further - sampling) the applicant needs to submit the corresponding application in Rosselkhoznadzor (forms are given in appendices No. 6 and No. 7 to Administrative regulations).

18. The applicant submits the documents specified in Items 16 and 17 of Administrative regulations, on paper personally to Rosselkhoznadzor or directs the registered mail with the assurance of receipt.

The documents specified in Item 16 of Administrative regulations can be provided by the applicant in electronic form, the applicant signed by the digital signature, with use of information and telecommunication technologies, including the Single federal state information system of issue and accounting of phytosanitary documentation <14> (further - System of issue and accounting of certificates), the Single portal, and for receipt of the Social Insurance Fund and RFU also by the principle of "one window" with use of the information system "One Window" created by Russian Export Center joint-stock company (further - IS "One Window").

Filing of application, the Administrative regulations specified in Item 17, and receipt of the notification on results of carrying out laboratory researches of quarantine products can be performed in electronic form with use of the Single portal if the Single portal provides possibility of submission of such statement and receipt of such notification.

For receipt of the Social Insurance Fund and RFU filing of application specified in Item 17 of Administrative regulations, and receipt of the notification on results of carrying out laboratory researches of quarantine products can be also performed in electronic form with use of IS "One Window" <15>.".

3. In Items 47, 50 - 73 Administrative regulations of the word "Item 16" shall be replaced with words 53, "Items 16 and 17".

4. Add administrative regulations with appendices No. 6 and No. 7 of the following content:
