The rules of use of reserves of the Government of the Republic of Kazakhstan and local executive bodies approved by the specified resolution:

"7-1. In origin cases in the territory of the Republic of Kazakhstan of emergency situations of social, natural and technogenic nature, and also holding actions for ensuring legal regime of emergency state, the central authorized body in the field of the corresponding type of emergency situation according to the legislation submits in the central authorized body on budget implementation the petition for assignment from reserves of the Government of the Republic of Kazakhstan with the corresponding reasons and calculations.
At the same time the arisen emergency situation of social, natural and technogenic nature shall have:
regional or global scale;
local scale if as a result of accident, disaster or catastrophic crash the zone of emergency situation does not go out of two districts of the area with violation of conditions of life activity of the population and death over 10 people.".
