The right of citizens to freedom of consolidation is the inalienable right of the person affirmed by the Universal Declaration of Human Rights and is guaranteed by the Constitution and the legislation of Ukraine. The state promotes development of political and public activity, creative initiative of citizens and creates equal conditions for activities of their associations.
Consolidation of citizens is the voluntary public forming created on the basis of unity of interest for joint realization by citizens of the rights and freedoms.
Consolidation of citizens, irrespective of the name (movement, the congress, association, fund, the union, etc.) according to this Law is recognized political party or public organization.
Operation of this Law does not extend to religious, cooperative organizations, associations of citizens which main objective is profit earning, commercial funds, bodies of local and regional self-government (including councils and committees of residential districts, house, street, quarter, rural, settlement committees), bodies of public amateur performance (national teams, burlaw courts, etc.), other associations of citizens, procedure for creation and which activities it is determined by the relevant legislation.
Features of legal regulation of activities of labor unions are determined by the Law of Ukraine on labor unions.
Political party is consolidation of citizens - supporters of certain national program of social development for whom main goal is participation in development of state policy, forming of authorities, local and regional self-government and representation in their structure.
