1. Approve the enclosed Rules of preparation and approval of regional lists of the minerals carried to popular minerals.

2. Determine that the regional lists of the minerals carried to popular minerals, approved before the date of entry into force of this resolution are subject to reapproval in case of introduction of changes in them.

3. This resolution becomes effective since January 1, 2022.

Rules of preparation and approval of regional lists of the minerals carried to popular minerals

1. These rules establish procedure for preparation and approval of regional lists of the minerals carried to popular minerals (further - the list), and also criteria of reference of minerals to popular minerals.

2. The minerals corresponding to at the same time following criteria can be carried to popular minerals:

a) treat the nonmetallic, nonmetallic minerals which are sedimentary, magmatic or metamorfogenny breeds;

b) are characterized by significant areas of distribution in the territory of the subject of the Russian Federation or localization in the overburden and containing breeds of mineral deposits, nonmetals, combustible minerals;

c) do not contain ore minerals in industrial concentration;

d) do not treat fuel and energy minerals (except for peat, bitumens and bituminous rocks);

e) do not treat strategic and (or) scarce minerals.

3. Preparation of the draft of the list is performed by public authority of the subject of the Russian Federation.
