About additional measures for improvement of quality of rendering medical services to the population and further increase in personnel potential in the field of health care

For the purpose of strengthening of material and technical resources and expansion of resource opportunities of healthcare institutions in regions, equipment by their modern medical equipment, and also enhancement of system of advanced training of health workers:

1. Allocate to the Ministry of Finance in 2021-2022 based on its requests borrowing facilities in national currency in equivalent to 100 million US dollars at the rate 2 annual interest rates on the account of Fund of reconstruction and developments for purchase of the modern medical equipment for the public district (city) and regional medical institutions, and also for advanced training of their specialists in the lead foreign medical institutions. At the same time these means are provided for a period of 3 years from the moment of submission of requests by the Ministry of Finance.

2. To the Ministry of Finance allocate to Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent of means, the stipulated in Item 1 this resolution, as budget advance according to their reasonable requests and with return condition on the established rate for the term of no more than 3 years. At the same time the Ministry of Finance can allocate borrowing facilities also for equipment of the republican specialized scientific and practical medical centers the modern medical equipment and advanced training of their specialists in the lead foreign medical institutions.

3. Determine that:

The Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent together with the relevant territorial administrations of health care on the basis of carrying out inventory count determine the need for the medical equipment by each region and organization and introduce in the Ministry of Health for review the list of the equipment which is purchased at the expense of means of the loan;
