About enhancement of administration of electronic commerce and creating favorable conditions for its further development

For the purpose of ensuring execution of the tasks determined within open dialogue of the President of the Republic of Uzbekistan with entrepreneurs who is carried out on August 20, 2021 on direct studying of problems and proposals of entrepreneurs and determination of the main directions of the subsequent development of entrepreneurship, and also support of activities of platforms in the field of electronic commerce and implementation of settlement system according to letters of credit:

1. Approve the offer of the Ministry of investments and foreign trade, the Ministry of Economic Development and reducing poverty and the Ministry of development of information technologies and communications on complete start since July 1, 2022 of complex of information systems of electronic commerce "Open digital ecosystem" (further - the Digital ecosystem).

Reorganize the Center of the electronic cooperation portal under the Ministry of investments and foreign trade into the Center of digital transformation under the Ministry of investments and foreign trade (further - the Center).

2. Assign the following additional tasks to the Center:

forming of the Digital ecosystem and execution of functions of her operator;

creation for platforms of electronic commerce of conditions of equal access to the client base and rendering services to them, irrespective of pattern of ownership, departmental and industry accessory, territorial arrangement;

ensuring carrying out calculations and payments from one personal settlement account and the guaranteed execution of contractual commitments of the parties (by the principle of the letter of credit) in connection with accomplishment of functions of the eskrou system of the Digital ecosystem.

3. Establish procedure according to which:

placement of information on sales of goods and services on the platforms of electronic commerce integrated into the Digital ecosystem is obligatory. At the same time the conclusion of transactions on purchase of goods and services without specifying of the price is not allowed;
