About prevention of the threats of homeland security connected with excessive impact of persons who have the considerable economic and political importance in public life (oligarchs)

This Law determines legal and organizational basis of functioning of system of prevention of excessive influence of persons which has the considerable economic and political importance in public life (oligarchs), content and procedure for application of corrective actions to these persons.

The purpose of this Law is overcoming the conflict of interest caused by merge of politicians, media and large business, impossibility of use of the political power for increase in equities, ensuring national security of Ukraine in economic, political and information spheres, protection of constitutional rights and freedoms of the citizen, protection of democracy, ensuring the state sovereignty and prevention of cases of manipulation with consciousness of citizens by intentional misstatement of information for the sake of receipt of access to resources which belong on the property right to the Ukrainian people.

Article 1. Determination of terms

1. In this Law the stated below terms are used in such value:

1) the beneficiary - the physical person which independently or together with other persons directly or indirectly has the authorized capital or voting power in the legal entity or performs influence on management or activities of the legal entity through connected physical persons or legal entities, or performs decisive influence by realization of the right of control, ownership, use or the order of all assets or their share, and the rights of receipt of the income from activities of the legal entity, the right of the solving influence on forming of structure, results of vote of governing bodies, and also transactions which give the chance to determine the main conditions of economic activity of the legal entity, to make the decisions, obligatory to execution, having decisive influence on activities of the legal entity;

2) mass media - any of such subjects: printing mass media, Internet mass media, news agency, the subject of information activities in the field of television and broadcasting;
