About modification of the Regulations of Parliament accepted by the Law No. 797/1996

The Parliament adopts this organic law.

Art. I. - The regulations of Parliament accepted by the Law No. 797/1996 (repeated publication: 2007, No. 50, the Art. 237), with subsequent changes to add the official monitor of the Republic of Moldova with Article 89-1 of the following content:

"Article 89-1. Vote with use of electronic means

(1) At the plenary sessions of Parliament the deputy, as a rule, votes with use of electronic means.

(2) the Voting power with use of electronic means is performed by means of the card issued to each deputy which is used on the workplace which is taken away in the hall of plenary meetings.

(3) the Voice expressed by means of electronic means moves the deputy personally. Vote for other deputy is forbidden.

(4) At plenary meetings electronic means are used:

a) for verification of presence of quorum;

b) for vote;

c) for summing up vote.

(5) Vote with use of electronic means is performed by means of initiation of voting procedure and the choice of option" + for" or "-against".

(6) Prior to voting procedure with use of electronic means the chairman at meeting can check availability of quorum which shall conform to the constitutional and legal requirements during the vote according to drafts of regulations.

(Time allowed for vote with use of electronic means constitutes 7) 30 seconds.

(8) in case of detection before completion of the procedure of vote of any violations of regulations or technical malfunctions the chairman at meeting cancels voting procedure and after elimination of the problems connected with technical supply or violation of regulations disposes about its repeated carrying out.

(9) If after vote completion of the procedure any parliamentary fraction informs the chairman at meeting on violation of voting procedure or on availability of mistakes / technical malfunctions in electronic means, presiding over meeting suggests Parliament to cancel vote and to repeat voting procedure.
