About introduction of amendments to some laws of Ukraine concerning biomethane production development

The Verkhovna Rada of Ukraine decides:

I. Make changes to the following laws of Ukraine:

1. In the Law of Ukraine "About alternative types of fuel" (Sheets of the Verkhovna Rada of Ukraine, 2000, No. 12, Art. 94 with subsequent changes):

Article 1 after the paragraph of the fourteenth to add 1) with three new paragraphs of the following content:

"biomethane - biogas which meets the requirements of regulatory legal acts to natural gas for giving in gas-transport or gas-distribution system for the physical and chemical characteristics or for use as motor fuel;

the biomethane origin guarantee - the document created by means of the register of biomethane which confirms that biomethane is made from biomass and contains information on amount of biomethane which is given to gas-transport or gas-distribution system, and also other information which list is provided by Procedure for functioning of the register of biomethane;

the certificate of origin of biomethane - the document created by means of the register of biomethane which confirms that biomethane is made from biomass and contains information on cancellation of guarantee of origin of biomethane, and also other information which list is provided by Procedure for functioning of the register of biomethane".

With respect thereto the fifteenth - the nineteenth to consider paragraphs respectively paragraphs the eighteenth - the twenty second;

The Section II to add 2) with Articles 8-1 and 8-2 of the following content:

"Article 8-1. Register of biomethane

The register of biomethane is the electronic system of accounting records intended for registration of the biomethane amount given to gas-transport or gas-distribution system and selected from gas-transport or gas-distribution system, and also for forming of guarantees of origin of biomethane, their transfer, distribution or cancellation and provision of certificates of origin of biomethane.
