1. General provisions

This Instruction establishes procedure for collateral actions of administrations of the railroads of the State Parties of the Commonwealth of Independent States, the Republic of Latvia, the Republic of Lithuania, the Republic of Estonia (further - the states of the CIS and the Baltic) on office investigation of the violations of traffic safety in train and shunting work (further - traffic safety violations) which happened on the railroad of one of the states of the CIS or the Baltic in cases if workers of the railroad of adjacent or other state of the CIS or the Baltic are involved in the reasons of violations.

The crashes and accidents irrespective of effects, the particular cases of scrap and other cases of scrap in train and shunting work which led to material damage or ecological effects belong to number of the violations of traffic safety which are subject to joint investigation.

2. Information on traffic safety violations

2.1. If on circumstances of the violation of traffic safety which happened on the railroad participation in its reasons of workers of the railroad of other state of the CIS or the Baltic, then administration of the railroad on which there was traffic safety violation comes to light, no later than three-day term reports about it the telegram of administration of the railroad which workers are involved in safety cause of infringement, and in cases of the crash or accident also to the Ministry of Railways of the Russian Federation, Ukr-zaliznytse and Department of rail transport of Ministry of Transport of Kazakhstan (further - governing body of railway transport) if the involved railroad is included into their system, and calls representatives of the railroad and governing body for participation in further investigation.
