Article 1

1) in Article 19:

a) the fifth to state part in the following edition:

"Heads of the state paramilitary organizations and other officials of these organizations for petitions from citizens of the Russian Federation dismissed or discharged from military service in the specified organizations with the right of wearing military uniform of clothes and not having diseases in the presence of which ownership of weapon is contraindicated authorized by them give to these citizens for lifelong storage and carrying with military uniform of clothes the military cold bladed weapon (dirks) issued to them during passing of military service.
