About compensation of difference in the price for consumption of natural gas / heat energy during the cold period of year
The Parliament adopts this organic law.
The purpose of this law is support of residential customers during the cold period of year by compensation of difference in the price owing to increase in regulated prices for supply of natural gas in the context of the obligation on rendering public service and/or regulated rates for heat energy.
For the purpose of this law the following basic concepts are used:
association of residents - the managing director of housing stock which consumes natural gas or heat energy based on the delivery agreement of the natural gas or heat energy concluded with the supplier of natural gas or the supplier of heat energy, using them for domestic needs of members of association of residents (physical persons) and/or for production of heat energy by means of own boiler rooms;
the residential customer of natural gas - the physical person acquiring natural gas for own domestic needs which are not connected with its commercial use for implementation of business or professional activity;
the residential customer of heat energy - the physical person using heat energy for the domestic needs which are not connected with business or professional activity;
difference in the price owing to increase in regulated prices for supply of natural gas in the context of the obligation on rendering public service - difference between the regulated price for supply of natural gas in the context of the obligation on rendering public service in settlement month and the corresponding price in October, 2021 for the amount of natural gas established by this law;
difference in the price owing to increase in regulated rates for heat energy - difference between rate for heat energy in settlement month and the corresponding rate in October, 2021 for the amount of heat energy established by this law;
