being guided by the Constitutive treaty of Eurasian economic community (further Community or EurAsEC) of October 10, 2000;

realizing the Main directions of cooperation in the humanitarian sphere for 2000-2004 approved by the Decision of Interstate Council of May 23, 2000 No. 74;

aiming at providing open entry to information and knowledge, familiarizing of citizens of the states with values of national and world culture,

agreed as follows:

Article 1

The parties promote creating favorable conditions for open entry of citizens of the states to cultural values, information and knowledge, development of national cultures on the basis of cooperation of state members of EurAsEC in the field of library science.

Article 2

The parties support and enhance mutually beneficial cooperation between libraries of the states of the Parties, and also between the relevant state bodies and the organizations of the states of the Parties operating in the field of library science.

Specific conditions and forms of cooperation are determined by his direct participants by the conclusion of separate agreements.

Article 3

The parties consider the international book-exchange and the interlibrary subscription the priority directions of cooperation which conditions are regulated between the Parties by the conclusion of free standing agreements.

Article 4

The parties support library science by development and implementation of national programs of its development, preserving and development of national cultures, financing of national libraries, carrying out the approved customs, tax, credit and price policy.
