The purpose of this Constitutional Law is determination of conditions and procedure for introduction of emergency state in all territory or in certain areas of the Republic of Uzbekistan.
The legislation on emergency state consists of this Constitutional Law and other acts of the legislation.
If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about emergency state then are applied rules of the international treaty.
In this Constitutional Law the following basic concepts are applied:
curfew - time of day during which the prohibition on stay on streets and in other public places or out of the dwelling without specially issued omissions and identity documents is established;
emergency state - the particular legal regime of activities of state bodies, public authorities which is temporarily entered according to the Constitution of the Republic of Uzbekistan in all territory or in certain areas of the Republic of Uzbekistan on places, self-government institutions of citizens, non-state non-profit organizations and other organizations irrespective of legal form and pattern of ownership, their officials allowing establishment of the separate restrictions of the rights and freedoms of citizens of the Republic of Uzbekistan provided by this Constitutional Law, foreign citizens and stateless persons, and also the rights of legal entities and assigning to them subsidiary duties;
