At the same time along with public sector in the country the wide network of the non-state sector in social spheres began to be created.

As a result of the reforms performed by the relevant state bodies, connected with implementation, it was determined that in some kindergartens, health care facilities, the sport and culture financed from the budget, the state-owned property is used irrationally, the service level does not meet the requirements of time, and their content at the expense of means of the government budget is inexpedient further. Therefore for the purpose of acceleration of development of education, health care, sport and culture, increase in level of the social services rendered to the population in these spheres and according to the Azerbaijan Republic approved by the Presidential decree "the II State program of privatization of state-owned property in the Azerbaijan Republic" of August 10, 2000 I decide No. 383:

1. The organizations and objects specified in appendix to this Order on spheres of health care, education, sport and culture to declare open for privatization.

2. To the state committee of the Azerbaijan Republic concerning property to determine methods of privatization of the organizations and objects announced by Item 1 of this Order open for privatization and to perform their privatization in the procedure established by the legislation.
