About the State register of the population of the Azerbaijan Republic

Chapter I. General provisions

This Law determines legal and organizational basis of forming by means of modern information technologies of the State Register of the population of the Azerbaijan Republic (further the State Register), its maintaining, use and protection of information.

Article 1. Basic concepts

1.0. In this Law the following basic concepts are used:

1.0.1. The state Register - the state information resource reflecting documentary information on the citizens of the Azerbaijan Republic and also who are constantly living or received the status of the refugee in the Azerbaijan Republic foreigners and stateless persons;

1.0.2. Information system of the State Register - the special program providing activities of the State Register, the arranged base of technical, telecommunication, linguistic, legal and organizational means;

1.0.3. Individual identification number - the single not repeating code assigned in accordance with the established procedure for person, data on whom are included in the State Register, and giving opportunity of unambiguous determination of the corresponding information about person;

1.0.4. Users of the State Register - the state bodies and local government bodies, the citizens of the Azerbaijan Republic and also who are constantly living or who received the status of the refugee in the Azerbaijan Republic the foreigners and persons without citizenship using data of the State Register within the powers.

Article 2. Purposes of maintaining the State Register

2.0. Main objectives of maintaining the State Register are:

2.0.1. collection of data concerning resettlement and structure of the population, environment and the directions of migration, demography, and also to other questions, and their permanent updating;

2.0.2. in the established cases and procedure providing with these data state bodies and local government bodies, and also physical persons;

2.0.3. increase in efficiency of interaction of the state bodies conducting information systems on different categories of the population.
