Article 1

Bring in the Federal Law of July 19, 2011 No. 246-FZ "About the artificial parcels of land created on the water objects which are in federal property and about modification of separate legal acts of the Russian Federation" (The Russian Federation Code, 2011, No. 30, Art. 4594; 2012, No. 26, Art. 3446; No. 53, Art. 7643; 2015, No. 17, Art. 2477; No. 29, Art. 4339; No. 48, Art. 6723; 2016, No. 27, Art. 4306; 2017, No. 30, Art. 4457; 2018, No. 1, Art. 39) following changes:

1) in Article 4:

a) add part 3 with Item 3 following of content:

"3) specifying on person (persons) performing creation of the artificial parcel of land and also on person (persons) performing construction of capital construction project on it, except as specified, if initiator of creation of the artificial parcel of land is the body of the public power.";

b) in part 7 the first offer to add with the words "and about the specified placement publish the message in the periodic printing edition founded by local government bodies for publication of official materials, messages, normative legal and other acts, and also in other printing editions and information resources according to the procedure, established for official publication (promulgation) of municipal legal acts by the charter of such municipality";
