Article 1. In article 26 of the Law of the Kyrgyz Republic "About mass media" ("Free mountains", No. 99, on August 4, 1992) should be understood as the terms "official documents and messages" and "public statement":
Official documents and messages are any documents and messages which in the procedure established by the legislation are processed and proceed from state bodies of the power and local government bodies.
The public statement is message for general data which are announced directly or by means of technical means in the place open for garden leave where there is considerable number of persons which are not belonging to regular circle of family at the situation, testimonial that the message was perceived by public.
This official interpretation belongs only to the terms "official documents and messages" and "public statement", containing in article 26 of the Law of the Kyrgyz Republic "About mass media".
Article 2. This Law becomes effective from the moment of signing.
