About normative financing of expenses according to the procedure of experiment

1. Make during 2022 experiments on application of normative financing of expenses:
the territorial centers of social servicing of the population (further, if is not established other, - the territorial centers) financed by means of district budgets, budgets of the cities of district subordination (further - experiment 1);
the public institutions of social servicing performing stationary social servicing: psychoneurological houses nursing homes for aged and disabled people, houses nursing homes for the handicapped children with features of psychophysical (physical) development (further, if is not established other, - houses nursing homes) financed by means of the corresponding regional budgets and the budget of Minsk (further - experiment 2).
2.1. the amount of the budgetary funds provided on realization of experiment 1, is calculated proceeding from:
the basic standard rate of fiscal capacity of expenses on rendering services to citizens in the territorial centers counting on one serviced in year (further - the basic standard rate for the territorial centers);
the basic standard rate on activity "ensuring the round-the-clock stay of citizens of advanced age and disabled people" per one koyko-day;
indicators of activities of the territorial centers (the annual average number of the serviced citizens on activities of the territorial centers on permanent basis and quantity of beds on activity "ensuring the round-the-clock stay of citizens of advanced age and disabled people") established by regional executive committees and the Minsk Gorispolkom;
