About approval of Rules of airborne transportations of passengers and baggage
In pursuance of the Presidential decree of Ukraine of July 15, 2004 to N803 "About Public Service of Ukraine on Supervision of Safety of Aircraft" (with the changes made according to the Presidential decree of August 16, 2004 by N912 "About Modification of Some Presidential Decrees of Ukraine"), Programs of integration of Ukraine into the European Union approved by the Presidential decree of Ukraine of September 14, 2000 N 1072, according to article 62 of the Air code of Ukraine I ORDER:
1. Approve Rules of airborne transportations of passengers and baggage (further - Rules) (are applied).
2. To department of air transportation and licensing (Korshuk S. M.):
2.1. In accordance with the established procedure to provide this order on state registration to the Ministry of Justice of Ukraine.
2.2. Bring requirements of these Rules to the attention of the companies, organizations and organizations involved in airborne transportations of passengers and baggage.
3. To impose control over the implementation of this order on the First Deputy Chairman Davidov O. M.

1.1. These rules are prepared in pursuance of the Program of integration of Ukraine into the European Union approved by the Presidential decree of Ukraine of September 14, 2000 N 1072, of article 62 of the Air code of Ukraine, the Law of Ukraine "About consumer protection" and Item 3 of the Regulations on Public service of Ukraine on supervision of safety of aircraft approved by the Presidential decree of Ukraine of August 16, 2004 N912.
1.2. These rules are developed taking into account provisions of the Warsaw convention and General terms of transportations of the passengers and baggage established by International association of air transport ("General Conditions of Carriage (passenger and baggage)", IATA).
The purpose of these rules is establishment of general terms of transportation of passengers and baggage air transport in case of which proper level safety of flights and service quality, and also the principles and regulations of responsibility of subjects are ensured during airborne transportations of passengers and baggage, including the servicing relating to these transportations.
In these Rules terms are used in the following value:
The servicing agent - person authorized by carrier to perform transactions on land servicing of passengers and baggage.
The sales agent of transportations - person designated by carrier according to the agency agreement to represent the interests of carrier in case of sale of transportations on flights of carrier and if has appropriate authority, on flights of other carriers (further - the agent).
Baggage - the objects, property and other personal property of the passenger necessary for private use, comfort or for ensuring conveniences in connection with its travel. If other is directly not determined, then the baggage includes the registered baggage and hand luggage (the unregistered baggage) of the passenger.
Luggage identification label - the document issued by carrier for identification of the registered baggage.
The luggage receipt - the part of the ticket determining conditions of transportation of the registered baggage (including the receipt for receipt of baggage which is issued by carrier and is attached to the ticket).

Commercial agreements - any agreements between carriers, except the agency agreement, the concerning provisions of their joint services connected with airborne transportations of passengers (baggage).
The coupon - the detachable coupon on flight and/or the electronic coupon.
The place of departure - the Item specified in the ticket with which transportation of the passenger begins.
The destination - the Item specified in the ticket in which transportation of the passenger comes to an end.
