About modification of the Procedure for carrying out certification of energy efficiency and form of the energy certificate

According to part eight of article 7 of the Law of Ukraine "About energy efficiency of buildings", the subitem 8 of Item 2 of the Actions plan on creation and implementation of Single state electronic system in the field of the construction approved by the order of the Cabinet of Ministers of Ukraine of May 20, 2020 No. 565-r, Item 8 of the Regulations on the Ministry of the development of communities and the territories of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of April 30, 2014 No. 197 (in edition of the resolution of the Cabinet of Ministers of Ukraine of September 25, 2019 to No. 850), I ORDER:

1. Make changes to the Procedure for carrying out certification of energy efficiency and form of the energy certificate approved by the order of the Ministry of Regional Development, Construction and Housing of Ukraine of July 11, 2018 No. 172 "About approval of the Procedure for carrying out certification of energy efficiency and form of the energy certificate" registered on July 16, 2018 for No. 825/32277, having been reworded as follows them which is applied the Ministry of Justice of Ukraine.

2. (Petrunin D.) together with Legal department (Chepelyuk O.) to provide to management of energy efficiency submission of this order in accordance with the established procedure on state registration in the Ministry of Justice of Ukraine.

3. This order becomes effective in thirty days from the date of its official publication.

4. To impose control of execution of this order on the First Deputy Minister Vasily Lozinsky.

Procedure for carrying out certification of energy efficiency

I. General provisions

1. This Procedure determines:

procedures of the data collection and processing necessary for measure calculations of energy efficiency of buildings, assessments of conformity of settlement level of energy efficiency of buildings to the established minimum requirements to energy efficiency of buildings;

requirements to form and content of the energy certificate, the statement from the energy certificate;

procedure for production of the energy certificate.

2. The terms used in this Procedure are used in the following values:

the address (location) of the building - area or the Autonomous Republic of Crimea, the district of the area or the Autonomous Republic of Crimea, type and the name of the settlement, type and the name of element of street road net, number of the building. For buildings which are designed the location is specified;

certain class of energy efficiency of the building - alphabetic reference of level of energy efficiency of the building;

identification of actual state of the building - process of assessment constructive and physical (amount, the area, thickness, width, length, height, heat conductivity, etc.) parameters of the protecting designs and engineering systems of the building the power accountant;

data on structure of the building - the data of rather geometrical parameters and the applied constructive solutions of the building including: total area (m-2), total amount (m-3), the heated area (m-2), the heated amount (m-3), the number of floors, year of acceptance in operation (if the building consists of several sections, the number of floors and year of acceptance in operation for each section are consistently specified), quantity of entrances or entrances;

data on subject to certification, - information on subject to certification in which one of possible options is specified:

the existing building - in case of certification of the construction object (the existing building) accepted in operation;

the project of new construction - in case of certification of object of new construction;
