I ORDER:

1. Approve the enclosed list of orders of the Ministry of Transport and Communications of the Republic of Kazakhstan, the Ministry for Investments and Development of the Republic of Kazakhstan and the Minister of the industry and infrastructure development of the Republic of Kazakhstan to which changes and additions are made.

2. To provide to committee of transport of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

BOG - is provided the control system and utilizations of the vapors of load which are formed in the course of bunkering.

Paragraph 1. General provisions

811-1. Compliance of the courts using gases or other types of fuel with low temperature of flash, to requirements of SOLAS-74 and the Code of MGT is provided.

811-2. Requirements of this Chapter are applied to the passenger ships transporting more than 12 passengers and cargo ships with a gross tonnage of 500 and more register tons making the international flights and:

1) using fuel with low temperature of flash, the contract on which construction is signed on January 1, 2017 or after this date;

2) using fuel with low temperature of flash which Kiel is pledged or which are in similar stage of construction on July 1, 2017 or after this date;

3) using fuel with low temperature of flash which are put in operation on January 1, 2021 or after this date;

4) which, irrespective of date of construction, were re-equiped for use of fuel with low temperature of flash of 1 January of 2017 or after this date;

5) which, irrespective of date of construction, since January 1, 2017 or after this date began to use other types of fuel with low temperature of flash than those for which use they till January 1, 2017 were originally approved.

811-3. Requirements of this Chapter do not extend to the gas carriers specified in the rule VII/11.2 SOLAS-74.

Paragraph 2. Design and device of the vessel

811-4. The vessel is designed according to requirements of the Section 5 of part A-1 of the Code of MGT.

The design of the vessel is approved by the Shipping register or acknowledged foreign classification society with indication of in the cargo ship safety construction certificate or the certificate on safety of the passenger ship that this vessel conforms to requirements of part G of Chapter II-1 SOLAS-74 and uses liquefied natural gas in fuel quality.

811-5. Use of alternative designs is allowed in case of their compliance to requirements of the rule II-1/55 SOLAS-74 and approval of the Shipping register or acknowledged foreign classification society.

811-6. It is provided that the ship design of devices of giving and storage of fuel and bunkering was safe and suitable for acceptance and storage of fuel in required condition and without leakages.

The system is designed so that there was no need for removal of gases under all normal service conditions, including the periods of work stoppage if it is not necessary for safety reasons.

811-7. On the vessel pipelines, devices of storage and means of dumping of excessive pressure with the corresponding design manufactured and established taking into account specifics of their application are provided.

811-8. Ship mechanisms, systems and their components are designed, made, established, operated, receive maintenance so that their safe and reliable functioning was ensured.

811-9. The fuel storage systems and machine rooms concluding sources through which gas can come out to rooms it is necessary to have on the vessel so that the fire or explosion in any of them did not lead to inadmissible loss of capacity or did not put out of action the equipment in other rooms.

811-10. For ensuring safe and reliable work on the vessel management systems, the emergency and precautionary alarm system, control and shutdown are provided.

811-11. The stationary sensors of gas suitable for all respective rooms on the vessel are provided.";
