About introduction of emergency state in certain regions of Ukraine

On February 21, 2022 as management of the Russian Federation are recognized independence of self-proclaimed LPR and DPR and the decision on introduction on temporarily occupied territories of the Donetsk and Luhansk regions of divisions of the Armed Forces of the Russian Federation is made.

Such actions are continuation of policy of the Russian Federation for escalation of the armed aggression against Ukraine, separatism imposing, provoking of the international and interfaith conflicts, mass riots that threatens safety, life and health of citizens, the state sovereignty, the constitutional system and territorial integrity of Ukraine.

The subversive activities of special services of the Russian Federation supported by it activities of separatist forces, criminal and illegal military groups in occupied territories of the Donetsk and Luhansk regions implementation of terrorist activities by them acquired nature of the armed opposition and threaten distribution on other regions of Ukraine.

For the purpose of normalization of situation in the state, ensuring protection and protection of frontier, counteraction of crime, maintenance of public safety and procedure, creation of conditions for proper functioning of public authorities, local self-government and other institutes of civil society, prevention of attempt of capture of the government or change of the constitutional system of Ukraine by violence, being guided by Items 5 and 6 of part two of article 4 of the Law of Ukraine "About legal regime of emergency state", based on the offer of the National Security and Defense Council of Ukraine and according to Item 21 of article 106 of the Constitution of Ukraine I decide:
