About development of republican monitoring system of public safety

(Extraction)

For the purpose of ensuring functioning and further development of republican monitoring system of public safety (further - monitoring system):

1. Determine that:

1.1. creation of monitoring system is performed at the expense of own means of RUP "Beltelekom" (further - the operator). The operator is contractor (services) in content and operation of monitoring system;

1.2. financing of expenses on acquisition at the operator of works (services) in content and operation of monitoring system is performed proceeding from economically reasonable costs of cost of these works (services) taking into account profitability and quantity of the monitoring system elements which are subject to connection at the expense of the means of the republican budget which are annually provided to the Ministry of Internal Affairs on the specified purposes;

1.3. the organizations and individual entrepreneurs, in property, operational management or economic maintaining which are objects (installation sites) which are subject to the equipment means of elements of monitoring system, except for state-financed organizations, compensate expenses of the republican budget on financing of works (services) in content and operation of monitoring system by money transfer in the income of the republican budget;

1.4. procedure for determination of economically reasonable costs of cost of works (services) in content and operation of monitoring system taking into account profitability, the sizes of cost of such works (services), quantity of the monitoring system elements which are subject to connection, and also procedure and the amount of compensation for expenses of the republican budget on financing of such works (services) by the organizations and individual entrepreneurs specified in subitem 1.3 of this Item are established by Council of Ministers of the Republic of Belarus;
