Some questions of notariate in the conditions of warlike situation

According to article 64 of the Constitution of Ukraine, articles 12-1 and 20 of the Law of Ukraine "About legal regime of warlike situation", to articles 7 and 34 of the Law of Ukraine "About notariate", to the Presidential decree of Ukraine of February 24, 2022 "About introduction of warlike situation in Ukraine" the Cabinet of Ministers of Ukraine decides No. 64:

1. Determine that in the conditions of warlike situation and within one month from the date of its termination or cancellation notarial actions are made taking into account the following features (prohibitions):

1) incomplete notarial actions according to the address of face tied with the state aggressor determined by the resolution of the Cabinet of Ministers of Ukraine of March 3, 2022 No. 187 "About ensuring protection of national interests by future claims of the state of Ukraine in connection with military aggression of the Russian Federation" (The Official Bulletin of Ukraine, 2022, No. 25, Art. 1272), stop. In case of the request of such person for making of notarial action the notary refuses its making. These restrictions are effective before entry into force of the law about settlements of the relations with participation of faces tied with the state aggressor and do not extend to notarial actions according to the authentication of the signature on the statement for getting out of citizenship of the Russian Federation and the certificate of the will of the prisoner of war, and also on addresses of the legal entities determined by paragraphs the fifth - the eighth the subitem 1 of Item 1 of the specified resolution of the Cabinet of Ministers of Ukraine;
