About approval of Rules of accounting and control of nuclear materials

According to the Regulations on the State committee of nuclear regulation of Ukraine approved by the Presidential decree of Ukraine of March 6, 2001 for N155/2001, and for the purpose of reduction in compliance to the current legislation I ORDER:

1. Approve Rules of accounting and control of nuclear materials (further - Rules) which are attached.

2. To the head of department of guarantees and Lopatina S. D. to ensure safety of transportations provision of this order in five-day time after approval on state registration in the Ministry of Justice of Ukraine.

3. In a month after state registration of the order to provide to the director of the State company of DNTTs YaRB Vasilchenko V. M. its replication.

4. To impose control over the implementation of the order on the vice-chairman - the Chief state nuclear safety inspector Demyanenko A. I.

Rules of accounting and control of nuclear materials

I. General provisions

1.1. These Rules are developed according to the Regulations on the state system of accounting and control of nuclear materials approved by the resolution of the Cabinet of Ministers of Ukraine of 18.12.96 N 1525 (in edition of the resolution of the Cabinet of Ministers of Ukraine of 25.03.2009 N 257).

1.2. Rules establish requirements concerning accounting and control of nuclear materials (further - HOLES) and representations in Gosatomregulirovaniya of information within the state system of accounting and control HOLES. Rules extend to subjects of the state system of accounting and control HOLES.

1.3. Subjects of the state system of accounting and control HOLES submit to Gosatomregulirovaniya information according to the procedure determined by the ministries, other executive bodies, National academy of Sciences of Ukraine or, in case of lack of such procedure, according to these Rules. The list of information and terms of its representation in Gosatomregulirovaniya is specified in appendix 1 to these Rules.

1.4. Gosatomregulirovaniya within the conferred powers provides accomplishment of obligations assumed by Ukraine according to international treaties in industry of non-proliferation of nuclear weapon by collection, checks and submissions to IAEA of the relevant information on nuclear and non-nuclear materials, the equipment and technologies which can be used for creation of nuclear weapon, the organization in accordance with the established procedure of inspection checks of IAEA.

1.5. The licensee which performs the activities connected with use, production, storage, acquisition and sale of HOLES provides maintaining system of accounting and control HOLES according to Rules which components is:

personnel on accounting and control HOLES;

accounting procedure and control HOLES, including procedures of measurement of HOLES and control of measurement;

accounting and reporting documentation concerning HOLES;

system of maintaining and information processing on accounting of HOLES.

1.6. In Rules the stated below terms are used in such value:

anomaly is unusual circumstances which are specified directly or cause suspicion that:

unauthorized access to HOLES or their loss took place;

the quantity of HOLES in zone of balance of HOLES (further - ZBM) does not answer the registered quantity of HOLES;

the quantity of HOLES specified in documents of the sender does not answer the quantity of HOLES received by the receiver;

highly enriched uranium - uranium which contains 20% or more isotope of uranium-235, or to uranium-233, or their mix;

means of preserving and observation - means which provide preserving and observation for YAMAHAS (means of indication of intervention, the video camera, the device of radiation control and so forth) and supplement actions for accounting of HOLES, and also ensure their safety;

means of indication of intervention - the technical tool or the device intended for identification of unauthorized access to HOLES and which has unique number;

slaboobogashchenny uranium - uranium which contains less than 20% of isotope of uranium-235, or uranium-233, or their mix;

accounting unit - subject which contains HOLES gives in to identification and has unique number (identifier).

Other terms are used in the values given in the Agreement between Ukraine and International Atomic Energy Agency on application of guarantees in connection with the Nuclear Non-Proliferation Treaty, the Law of Ukraine "About use of nuclear energy and radiation safety", the Regulations on the state system of accounting and control of nuclear materials approved by the resolution to the Cabinet of Ministers of Ukraine of 18.12.96 N 1525 (in edition of the resolution of the Cabinet of Ministers of Ukraine of 25.03.2009 N 257).

II. Requirements to accounting of nuclear materials

2.1. Are subject to the state accounting HOLES in any physical condition or chemical compounds, except for such which contain in uranium ore during its production or processing.

2.2. In coordination with Gosatomregulirovaniya can be exempted from the state accounting:

plutonium with concentration of isotope of plutonium-238, which exceeds 80%;
