About National fund of regional and local development

Article 1. Regulation subject

This law establishes the general principles of organization, organization, financing and functioning of National fund of regional and local development.

Article 2. Basic concepts

For the purposes of this law the concepts determined in the Law on regional development in the Republic of Moldova No. 438/2006, and also the following basic concepts are used:

executive unit - the public organization providing execution of programs and projects of regional and local development;

the annual plan of financing - the list of programs and projects of regional and local development with indication of the cost of the resources approved by annually National coordination council on regional and local development on each of programs and projects within the available resources.

Article 3. National fund of regional and local development

(1) For financing of the programs and projects of regional and local development included in the Single program document the National fund of regional and local development (further - National fund is established).

(2) the Amount of National fund affirms the annual law on the government budget according to provisions of the Law on public finance and budget and tax responsibility No. 181/2014. The national fund is created of the assignments which are annually approved by the law on the government budget, of sources of the external help and of other sources which are not contradicting the law.

(3) the National fund is controlled the body developing policy of regional development who performs assignment of fund from prior consent of National coordination council for regional and local development.

(4) the Regulations on management of means of National fund affirm the Government.
