Section 1. General provisions

Article 1. Purpose and tasks of this Law

The purpose of this Law is ensuring safety, protection and comprehensive effective use of objects of historical and cultural heritage.

Task of this Law is regulation of social legal relations in the field of protection and use of historical and cultural heritage, namely:

- fixing of legal status of objects of historical and cultural heritage;

- regulation of the rights and obligations of public authorities, companies, organizations and organizations, public associations, and also individuals before the people in the field of preserving historical and cultural heritage;

- differentiation of competence of state bodies in protection of historical and cultural heritage;

- establishment of measures of responsibility for the actions or failure to act bringing direct or consequential damage to historical and cultural heritage.

Article 1-1. Subject of regulation of this Law

 This Law establishes precepts of law in the field of protection and use of the objects of historical and cultural heritage in the territory of the Kyrgyz Republic representing unique value for the people.

The law is obligatory for all legal entities and physical persons, determines their rights and obligations in the field of protection and use of objects of historical and cultural heritage.
