About modification of some regulations
The Parliament adopts this organic law.
Art. I. - In the Law on environmental protection No. 1515/1993 (Monitor of Parliament of the Republic of Moldova, 1993,№10, Art. 283), with subsequent changes, to make the following changes:
1. Item f) Article 15 to state in the following edition:
"f) monitoring and assessment of process of organization of National fund of the environment and management of it;".
2. State Chapter VIII in the following edition:
"Chapter VIII National fund of the environment
Art. 83. - (1) for the purpose of financing of programs and projects in the field of protection of the circle the National fund of the environment (further - Fund is established).
(2) the Fund represents set of the financial resources intended for financing of programs and projects in the field of protection of the circle, and also in the field of climatic changes and steady management of natural resources.
(3) the Amount of financial resources of Fund affirms the annual law on the government budget according to provisions of the Law on public finance and budget and tax responsibility No. 181/2014.
Art. 84. - (1) the Fund is created of the assignments approved by the annual law on the government budget, and also of other sources which are not contradicting the legislation.
(2) Annual distribution of financial resources of Fund it is performed according to the law on the government budget by approval of annual operational funding plans of programs and projects in the field of protection of the circle, according to strategic objectives in the field of protection of the circle and based on the solution of the organizational structure responsible for management of Fund.
(3) Financial resources of Fund are controlled through the single treasurer account of the Ministry of Finance.
Art. 85. - (1) Financing of programs and projects in the field of protection of the circle is based on the following principles:
