About modification of some legal acts of Ukraine concerning creation of conditions for ensuring food security in the conditions of warlike situation

The Verkhovna Rada of Ukraine decides:

I. Make changes to such legal acts of Ukraine:

1. The Section X "Transitional provisions" of the Land code of Ukraine (2002, Art. No. 3-4, 27) to add sheets of the Verkhovna Rada of Ukraine with Items 27 and 28 of the following content:

"27. During action of warlike situation land relations are governed taking into account the following features:

1) are considered updated for one year without declaration of will of the parties of the relevant agreements and without entering of data on renewal of the agreement into the State register of the corporeal rights to real estate, lease agreements, subleases, emphyteusis, superficies, land easement, the term of use of the parcels of land on which expired after introduction of warlike situation, concerning the parcels of land of agricultural purpose:

a) the state-owned, utility property, the unclaimed, unallotted parcels of land, and also the parcels of land which remained in ownership in common and were leased by local government bodies;

b) private property;

2) transfer to lease for conducting commodity agricultural production for a period of up to one year of the parcels of land of agricultural purpose of the state-owned and utility property (except those which are in permanent use of persons who do not treat the state, utility companies, to organizations, the organizations), and also the parcels of land which remained in ownership in common of collective agricultural enterprise, agricultural cooperative, agricultural joint-stock company, the unallotted and unclaimed parcels of land and land shares (shares) is performed on such conditions:

a) the amount of the rent cannot exceed 8 percent of normative money value of the parcel of land which is determined from average normative money value of the unit area of ploughland by area;

b) the lessee of the parcel of land has no right on:

compensation of own expenses on improvement of the parcel of land;
