To add 1) with Item 4.3 of the following content:

"4.3. Budgetary appropriations of road fund of the subject of the Russian Federation can go for reconstruction, capital repairs and repair of the tram ways (except for contact networks and traction substations) which are flush with the carriageway in case of implementation of works on construction (reconstruction), capital repairs and repair of highways public of regional or intermunicipal value and (or) to construction (reconstruction), capital repairs and repair of roads, and also for provision to local budgets from budgets of subjects of the Russian Federation of interbudget transfers in the form of subsidies for the purposes specified in paragraph seven of Item 5 of this Article.";
