About modification of the Presidential decree of the Russian Federation of September 10, 2005 No. 1062 "Questions of military and technical cooperation of the Russian Federation with foreign states" and in the Regulations on procedure for consideration of addresses of foreign customers and approval of drafts of decisions of the President of the Russian Federation, the Government of the Russian Federation and Federal Service for Military-Technical Cooperation on deliveries of military products, re-export or transfer to the third countries of the military products delivered to foreign customers, and on transfer to the third countries of the military products made according to the Russian licenses, approved by this Decree

For the purpose of further enhancement of military and technical cooperation of the Russian Federation with foreign states I decide:

1. a) in the Provision:

state Item 2.1 in the following edition:

"2.1. If study of the address of the foreign customer is charged to the state intermediary - the specialized organization created according to the decision of the President of the Russian Federation in the form of the federal state unitary enterprise founded on the right of economic maintaining or in the form of joint-stock company which 100 percent of shares is in federal property or is transferred to the non-profit organization created by the Russian Federation in the form of the state corporation, determination of the organizations - developers and the producers of military products participating in contract performance on delivery of military products is performed by federal executive body from among the organizations relating to the sphere of its activities, and (or) Roskosmos State corporation from among the organizations of this Corporation according to the procedure, established respectively by federal executive body and the specified Corporation.

If study of the address of the foreign customer is charged to the state intermediary providing complex field service of the Russian aircraft equipment carried to military products - the specialized organization created in the form of joint-stock company which 100 percent of shares is in property of the non-profit organization created by the Russian Federation in the form of the state corporation, determination of the organizations - developers and the producers of military products participating in contract performance on delivery of military products Rostec from among the organizations of this Corporation according to the procedure is performed by federal executive body from among the organizations relating to the sphere of its activities and (or) the State corporation on assistance to development, production and export of high-technology industrial output, established respectively by federal executive body and the specified Corporation.

The state intermediaries independently make the decision on determination of the organizations - developers and the producers of military products participating in contract performance on delivery of military products provided that these organizations are included in the list of military single product suppliers approved by federal executive body which field of activity such organizations treat. At the same time the state intermediaries in 3-day time send the notification on the decision made by them and the copy of the address of the foreign customer to the specified federal executive body.

In other cases determination of the organizations - developers and the producers of military products participating in contract performance on delivery of military products is performed by subject of military and technical cooperation to which study of the corresponding address of the foreign customer is charged.";

"2.2. Decision making term about determination of the organizations - developers and the producers of military products participating in contract performance on delivery of military products shall not exceed seven working days from the date of receipt of documents in the corresponding federal executive body or in the relevant state corporation.";

b) in item 4 of appendix to the Decree:

state the subitem "v" in the following edition:

"c) determines in the procedure for the organization established by it - the developers and producers of military products relating to the sphere of its activities and participating in contract performance on delivery of military products and performs coordination of their activities in case of accomplishment of these contracts;";

add with the subitem "d" of the following content:

"e) determines procedure for forming and maintaining the list of military single product suppliers from among the organizations - developers and producers of military products belonging to the sphere of its activities and approves the specified list.".

2. To the government of the Russian Federation in 3-month time to bring the acts into accord with this Decree.

3. This Decree becomes effective from the date of its signing.
