1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation concerning ensuring readiness of workers for accomplishment of labor functions in the field of power industry and the sphere of heat supply and carrying out certification for safety issues.

2. This resolution becomes effective from the date of its official publication.

Changes which are made to acts of the Government of the Russian Federation concerning ensuring readiness of workers for accomplishment of labor functions in the field of power industry and the sphere of heat supply and carrying out certification for safety issues

1. a) state subitem 4.2.10 in the following edition:

"4.2.10. single certification requirements to persons performing the professional activity connected with supervisory control in power industry and procedure for carrying out certification of specified persons;";

b) subitem 4.2.14 (to add 14) with words ", including including requirements to training of workers to accomplishment of the labor functions in the field of heat supply connected with operation of objects of heat supply and the heatconsuming installations, and to confirmation of readiness of workers for accomplishment of such labor functions";

c) add with subitem 4.2.14 (21) the following content:

"4.2.14 (21). requirements to ensuring reliability of electric utility systems, reliability and safety of power generation facilities and the power accepting installations;".

2. The subitem "d" of Item 1 of the order of the Government of the Russian Federation of March 2, 2017 No. 244 "About enhancement of requirements to ensuring reliability and safety of electric utility systems and power generation facilities and introduction of amendments to some acts of the Government of the Russian Federation" (The Russian Federation Code, 2017, 11, the Art. 1562) to state to No. in the following edition:

"e) requirements to training of workers to accomplishment of the labor functions in the field of power industry connected with operation of power generation facilities and the power accepting installations or with supervisory control in power industry, and to confirmation of readiness of workers for accomplishment of such labor functions, including:

the requirements to procedure for preparation and check of knowledge by workers of requirements of labor protection approved with the Ministry of Labour and Social Protection of the Russian Federation when implementing activities on power generation facilities and the power accepting installations of the consumers of electrical energy (except for requirements of labor protection in case of accomplishment of special works) established by rules on labor protection, briefings on labor protection;

separate employee categories which shall have training and receive confirmation of availability for service in the field of power industry, obligatory forms, procedure for carrying out and registration of results of preparation and confirmation of readiness for each of categories of such workers.".

3. In Regulations on certification in the field of industrial safety, on safety issues of hydraulic engineering constructions, safety in the field of power industry, No. 1365 approved by the order of the Government of the Russian Federation of October 25, 2019 "About preparation and about certification in the field of industrial safety, on safety issues of hydraulic engineering constructions, safety in the field of power industry" (The Russian Federation Code, 2019, No. 44, the Art. 6204):

a) to add Item 1 after the words "undergoing certification" with words "(except for the employee categories undergoing certification for safety issues in the field of power industry)";

b) in Item 2:

"e) heads (deputy managers) of subjects of power industry and consumers of electrical energy concerning whom according to article 29.1 of the Federal law "About Power Industry" federal state energy supervision in the field of power industry, the performing professional activities connected with operation of power generation facilities and the power accepting installations or the professional activity connected with realization of functions on supervisory control in power industry is exercised.";

c) add with Item 2 (1) the following content:

2(1). Each of the workers specified in Item 2 this provision undergoes certification only in that area of certification which corresponds to the position held by it and the carried-out labor obligations, and in volume of safety requirements in the respective area, the necessary for accomplishment labor obligations assigned to it.";

d) in the subitem "an" of item 4 of the word "in subitems "an" and "b" shall be replaced with words "in subitems "a", "b" and "e";

e) in the subitem "an" of Item 5 of the word "in subitems "an" and "b" shall be replaced with words "in subitems "a", "b" and "e";

e) in Item 6 of the word"," to exclude power generation facilities or the power accepting installations;

g) state Item 9 in the following edition:

"9. Powers, the rights and obligations of certifying commissions, requirements imposed to procedure for their forming and structure and also to procedure for adoption of decisions by them concerning certification, requirements to procedure for conducting testing affirm Federal Service for Environmental, Technological and Nuclear Supervision in coordination with the Ministry of Energy of the Russian Federation taking into account features, stipulated in Item 9(1) this provision.";

h) add with Item 9 (1) the following content:

"9(1). In need of passing by the worker in territorial certifying commission or departmental certifying commission of certification at the same time in several areas combination of such certifications and their carrying out by one certifying commission is allowed.

In need of passing by the worker in certifying commission of the organization of certification at the same time in several areas combination of such certifications and their carrying out the organization by one certifying commission is allowed.";

i) declare Item 11 invalid;

j) add Item 18 with the subitem "v" of the following content:

"c) performs the rights and obligations determined according to Item 9 of this provision.".
