1. General provisions

1.1. Action of these sanitary standards and rules is established from the moment of their approval.

1.2. Creation and widespread introduction in the national economy of high-speed electronic computers on the basis of the microprocessor equipment caused significant increase in our country of the number of the computer centers (CC) and according to the number of the workers providing functioning of computer facilities. Along with it nature of work, its content and conditions in which it is performed changed.

1.3. Complication of functional structure of activities in connection with use of electronic computing systems, video terminals (VDT), shows new, sometimes increased requirements to human body. Underestimation of role of human factor during the designing and creation of VTs inevitably is reflected in qualitative and quantitative indices of activities of workers, including leads to delay or mistakes in decision making process.

1.4. These sanitary standards and rules are aimed at providing optimal conditions, work-rest schedules of workers of these objects (the mathematicians-programmers, operators, engineers servicing the COMPUTER) belonging to the category of persons of mental work. Practical implementation of the requirements stated in this document will promote improvement of working conditions, reduction of its tiresomeness, increase in working capacity and preserving health of workers of VTs.

1.5. Requirements of this document extend to the existing, again designed and reconstructed buildings and rooms of VTs for the purpose of creation of safe and healthy working conditions and the rational organization of labor activity of their workers.

1.6. Work of workers of VTs (mathematicians-programmers, operators of the COMPUTER, operators of VDT, engineering employees) in case of the solution of production tasks is followed by need of activation of attention and other highest mental functions.
