Article 1. Concept of republican state public association

Republican state public association the non-profit organization based on membership created for accomplishment of state significant tasks assigned to it is recognized.

Article 2. Creation of republican state public association

The republican state public association is created on the conditions determined by the President of the Republic of Belarus or by its order Council of Ministers of the Republic of Belarus:

according to the decision of founders;

as a result of reorganization of the existing non-profit organization in the form of public association.

During creation of republican state public association according to the paragraph the second parts one of this Article the decision on its creation is made at constituent congress, conference or other constituent assembly, except for the case provided by part four of this Article.

For training, convocation and carrying out the constituent assembly on the conditions determined by the President of the Republic of Belarus or by its order Council of Ministers of the Republic of Belarus the organizing committee which within the powers conferred to it carries out work on preparation and convocation of the constituent assembly is formed.

In case the single founder of republican state public association is the Republic of Belarus, the decision on its creation is made by the President of the Republic of Belarus or according to its order Council of Ministers of the Republic of Belarus. At the same time the constituent assembly is not held.
